The Microsoft® Extensible Markup Language (XML) Parser and software development kit (SDK) installation has failed.  The following error message appears in the Application Log of the Windows® Event Viewer:

Failed to connect to server. Error: 0x80070422

 The following error message appears in the Installer Log:

The Windows® Installer service is disabled.

Complete the following steps to turn on the Windows Installer Service:

  1. Got to Start > Run.
  2. Type services.msc, and then click OK.
  3. Double-click the Windows service named Windows Installer.
  4. Verify the value in the Startup type field.  
  5. If the value is set to Disabled, change it to Manual by selecting the option from the drop-down box.
