An enterprise activation icon appears on the Home screen of the BlackBerry device, indicating that the enterprise activation process is not complete; however, the BlackBerry device user is able to send and receive messages.
The BlackBerry device has the Disable Wireless Bulk Loads IT policy turned on, or it has Wireless Synchronization turned off. The slow synchronization process is not complete.
Determine if the BlackBerry device is activated by checking its IT policies. If necessary, turn off the Disable Wireless Bulk Loads IT policy and turn on Wireless Synchronization.
