Red X when sending PIN message or BBM to a single user, "Service Blocked"

In this issue a BlackBerry smartphone is unable to send a PIN message or a BlackBerry® Messenger message to a single contact, resulting in a Red X on the message. If the message is opened, the error message at the top shows Service Blocked.
However, this BlackBerry smartphone is able to send and receive emails as well as other PIN messages to other BlackBerry smartphones.
The PIN for the single contact is no longer in use.
Confirm the correct PIN for the single contact.
Send a new BlackBerry Messenger invitation to the single contact's email address.
