Unable to access the Email Setup Application or connect to BlackBerry ID services on a BlackBerry smartphone

When accessing the Email Setup Application on a BlackBerry smartphone the following error is displayed:

The email setup application is temporarily unavailable. Try again later.

When accessing the My World section of BlackBerry World or the Payment and Billing section on the smartphone options a message states  Please wait however, no error message or information is displayed.

The BlackBerry ID option menu is either missing or inaccessible.

This is a previously reported issue that is being investigated by our development team. A resolution is currently unavailable.
Reload the device software on the BlackBerry smartphone by following KB03621.
