Unable to connect BlackBerry 10 smartphone to BlackBerry Link after upgrading to BlackBerry 10 OS version 10.2.1

After upgrading to BlackBerry 10 OS version 10.2.1 on the BlackBerry 10 smartphone, the smartphone will no longer connect to BlackBerry Link for Windows.
There is a problem with the current version of Microsoft .NET framework that can cause this issue to occur when the regional settings of the program are set to certain languages.

Upgrade Microsoft .NET frame work to the version 4.5 or later, see link below:


For Windows XP users that are unable to upgrade .NET this issue will resolve itself after March 31st.
