How to configure the Allow Outgoing Call When Locked IT policy

The Allow Outgoing Call When Locked IT policy specifies whether BlackBerry smartphone users can place calls when the smartphone is locked.

If this rule is not set or enabled, a user can configure the Allow Outgoing Call While Locked option on the smartphone.

If this rule is explicitly disabled, a user cannot place outgoing calls while the smartphone is locked.

To set the Allow Outgoing Call When Locked IT policy in BlackBerry Enterprise Server, use the following steps:

BlackBerry Enterprise Server 4.1

  1. In BlackBerry Manager, highlight BlackBerry Domain in the Explorer View and select Global tab .
  2. Select Edit Properties in the right pane.
  3. In the left pane, select IT Policy.
  4. Double-click IT Policies in the right pane.
  5. Select New to create a new policy.
  6. Select Security under Properties.
  7. Select the Allow Outgoing Call When Locked policy in the right pane.
  8. Select the appropriate option from the drop-down menu.
  9. Click OK.

BlackBerry Enterprise Server 5.0

  1. In BlackBerry Solution Management, expand the Policy section.
  2. Select Create an IT Policy.
  3. Give a Name and optional Description to the policy.
  4. Select Save.
  5. Select the newly created policy.
  6. Select Edit IT policy.
  7. Select the Security tab.
  8. Look for Allow Outgoing Call When Locked and select the appropriate option from the drop-down menu.
  9. Click Save All.

Note: In order for Allow Outgoing Call When Locked IT policy to work, Password must be Enabled on the BlackBerry smartphone.

By design, there is no way to set the Allow Outgoing Call While Locked option on the smartphone to Yes through IT policy, as it can only be done manually from the smartphone.

Here are the steps to set the Allow Outgoing Call While Locked setting on the smartphone:

BlackBerry Device Software 4.2 to 4.5

  1. Click Options from the Home screen.
  2. Click Security Options.
  3. Click General Settings.
  4. Change the Allow Outgoing Call While Locked setting.
  5. Press the Menu key and select Save.

BlackBerry Device Software 4.6 to 5.0

  1. Click Options from the Home screen.
  2. Click Password.
  3. Change the Allow Outgoing Calls While Locked setting.
  4. Press the Menu key and select Save.

BlackBerry Device Software 6.0

  1. Click Options from the Home screen.
  2. Click Security.
  3. Click Password. 
  4. Change the Allow Outgoing Calls While Locked setting.
    1. Checked to allow the option
    2. Unchecked to disallow the option
  5. Press the Menu key and select Save.

When the Allow Outgoing Call When Locked IT policy rule is enabled, Contacts on the smartphone are available to the user, but the Call From Address Book or Call From Contacts option is unavailable.  A search can be performed by typing the contact's name.  If Content Protection is also enabled, the user will not be able to access the Address book since the smartphone is unable to decrypt the contact list while locked.
