"Your application permission settings will not allow use of VZ Navigator. Would you like to enable the application permissions?" when attempting to launch VZ Navigator 7.0 on a BlackBerry smartphone

When attempting to launch VZ Navigator 7.0 from a BlackBerry® smartphone, the following message appears with the option to select Yes or No:

Your application permission setting will not allow use of VZ Navigator. Would you like to enable the application permissions?

Select No closes the application and nothing happens when selecting Yes.

After setting to default permissions and select Yes, the Application Permissions Request window comes up to select Personal Information and Connectivity with the option to select Save or Details.

Select Save will loop back to the previous screen: Your application permission setting will not allow use of VZ Navigator. Would you like to enable the application permissions?

The Allow Third Party Apps to Use Serial Port IT Policy rule is set to No.

Set the Allow Third Party Apps to Use Serial Port IT Policy rule to Yes under the Security tab.

This symptom is seen with VZ Navigator 7.0 but not in older versions even with the Allow Third Party Apps to Use Serial Port IT Policy rule is set to No. Also, the resolution only applies if VZ Navigator 7.0 is downloaded over the air as oppose to software configuration deployment.
