Best practices when moving a large amount of users from one BlackBerry Enterprise Server to another

When moving users to a BlackBerry® Enterprise Server through the BlackBerry® Manager, BlackBerry® Administration Service or with the BlackBerry® Enterprise Transporter tool, there is a possibility that the number of users can exceed the maximum number of users a BlackBerry® Messaging Agent can handle.  By default each BlackBerry Messaging Agent will handle up to a maximum of 500 users.  The number of users moved to put the BlackBerry Messaging Agent in this state will be unique to each BlackBerry Enterprise Server, based on number of users, agents and any previously introduced registry keys.

When a large enough number of users are moved to the target BlackBerry Enterprise Server using one of the methods above, the users will not be automatically distributed.  This is because the BlackBerry Dispatcher Service only performs the agent optimization algorithm, complex(by default) or simple, when the BlackBerry Dispatcher first starts and only on start up.

A restart of the BlackBerry Dispatcher Service will force a re-balance of users-to-agents distribution based on which algorithm the BlackBerry Enterprise Server is currently using.

Note:  A restart of the BlackBerry Dispatcher service will restart all messaging agents and therefore, all user accounts as well as forcing the SRP to reconnect to the BlackBerry Infrastructure.

CollapseWorkaround
Consider moving smaller groups of users and ensure that the destination BlackBerry Enterprise Server has room to spawn additional agents. Also, planning for downtime in case the BlackBerry Dispatcher needs to be restarted or performing the user account moves outside of core business hours will minimize impact. It is also best practice to ensure that the user accounts being moved are in an area of wireless coverage to receive the new service books.
