"The request could not be completed" is seen when attempting to remove an Application Control Policy

When navigating in the BlackBerry® Administration Service interface to Software, Manage application control policies for unlisted applications, attempts to delete the ACP fails with the following error:
 
The request could not be completed.
 
The BAS-AS logs show the following error:

Caused by: com.microsoft.sqlserver.jdbc.SQLServerException: The DELETE statement conflicted with the REFERENCE constraint "FK_BASUserUAMReconciliations_HandheldAppControlPolicy_Other". The conflict occurred in database "BESMgmTest502", table "dbo.BASUserUAMReconciliations", column 'PreviousOtherAppControlPolicyId'.

A user account is still associated with the Application Control Policy.

Assign the related user to a different IT policy.
